Vanguard Starter Pistol?

I recently came in possession of this small Vanguard pistol that fires small .22 cal blanks. I have no use for it, I would like to get rid of it. Does anyone know the legality of owning/selling one of these? The cylinders are only a 1/2 deep and the ends are blocked. The barrel is also plugged.

IIRC they're legal to own/sell as they're not a firearm in any way. No idea of value, but I don't think it's much....
