+2 on Preban Mag

I recently purchased a Glock preban 13rd mag and it it had a +2 base plate. Is this legal ?If so would it be legal to put a +2 on a preban 10rd mag?

Yes, it's legal to put one onto a legal large capacity magazine. However, putting one onto a low capacity magazine would be treated as having manufactured a new, and hence illegal, large capacity magazine.
