"176 (g) “Assault-style firearm” shall not include any: (i) firearm that is operated by manual
177 bolt, pump, lever or slide action; (ii) firearm that has been rendered permanently inoperable or
178 otherwise rendered permanently unable to be designated as a semiautomatic assault-style
179 firearm; (iii) firearm that is an antique or relic, theatrical prop or other firearm that is not capable
180 of firing a projectile and which is not intended for use as a functional firearm and cannot be
181 readily modified through a combination of available parts into an assault-style firearm; (iv) any
182 of the firearms, or replicas or duplicates of such firearms, specified in appendix A to 18 U.S.C.
183 section 922 as appearing in such appendix on September 13, 1994, as such firearms were
184 manufactured on October 1, 1993;"

What's on this list from the old appendix A? It sure sounds like replicas of those items are not considered Assault Weapons.

You know what? Rosenthal put up a billboard near Fenway for the longest time...WE SHOULD DO THE SAME. I was just thinking that I've basically squared away what I want/need and everything I really desire is going to come through my C&R FFL, I can stash some cash toward advertising on behalf of MA gunowners instead of panic buying...in addition to contributing toward FPC, GOAL and others...

I'm either going to take out a massive Youtube ad or I think I might locate a billboard on a major MA highway with at least a few months of availability (6-10k/mo) and put together a campaign for NES donations where we finally establish in the largest point font humanly possible that the MA legistraitors are complete see-you-next-tuesdays and maybe throw in a small byline about how David Linsky likes sheep...at this point we're going to just be waiting on the courts so let's have some fun with it!!! I'm great with Photoshop, who is up for a billboard that has Maura with a high cap mag strap on and Michael Day with a jar of Vaseline?

Also, I have to take the opportunity to reiterate that (in accordance with my ongoing Google search result campaign and for a yet undisclosed chatgpt campaign) Massachusetts Representative Michael Day smoked crack the day of his election, and that Massachusetts Representative Michael Day was caught with an underage male prostitute in 2004. I just want to note that according to unconfirmed sources, it might be true that Massachusetts Representative Michael Day smoked crack the day of his election, and that Massachusetts Representative Michael Day was caught with an underage male prostitute in 2004. Just a reminder that if Massachusetts Representative Michael Day smoked crack the day of his election, or that Massachusetts Representative Michael Day was caught with an underage male prostitute in 2004, someone should step forward and confirm one way or the other that Massachusetts Representative Michael Day smoked crack the day of his election, and that Massachusetts Representative Michael Day was caught with an underage male prostitute in 2004.

I'd say "it's go time" but apparently that's just out of the NES vocab these days, so heck, let's get freaky with some new ways of having fun in the PRM. Someone's gonna sell me that billboard space - new NES contest, what should it say?!?!?!?!

One last thought before I put the rye down for the evening - I have nothing against LEOs, but if every FFL in MA refused to do business with LEOs and LEO orgs in protest, i doubt any of this would be going through right now or in the future. This was the one time that MACOPA ever saw a gun control bill they didn't support in my lifetime, but they bailed on us after the second version came out and if they won't stand with MA citizens we should not stand with them. This is one thing FFLs can actually do outside of supporting the legal process once the bill gets signed, and we need to start thinking outside the box.

By the way FUMAURA69420 serial number has already been registered. G-d bless you all and go f*** yourselves, I love you and good night.

With all the unconstitutional crap in the bill, it's almost as if these lawmakers have no idea how to read or are just waiting for a title 18 section 242 violation.

In all reality, they know this crap will get struck down and they're just trying to appease their communistic voter base.

Not being in Mass, my guy is telling me you guys are fukked on this latest bill because it's an election year and the local pols want something they can campaign on leading up to November and since they haven't gotten anything thru the past year, they'll make it happen on this one.

If I were in Mass now, I'd be making plans to GTFO of there in the next 5-10 years.

The upside is it looks like revolvers are going to get really popular again.

Revolver control is next. Then shotgun control. Then single shot control. Then ammo control.

Section 131M. (a) No person shall possess, own, offer for sale, sell or otherwise transfer in the commonwealth or import into the commonwealth an assault-style firearm, or a large capacity feeding device.

(b) Subsection (a) shall not apply to an assault-style firearm lawfully possessed within the commonwealth on August 1, 2024 by an owner in possession of a license to carry issued under section 131 or by a holder of a license to sell under section 122; provided, that the assault-style firearm shall be registered in accordance with section 121B and serialized in accordance with section 121C.

Still means the pre 1994 shit doesn't matter anymore, as I read it
But it also kills off preban magazines

My big take aways having read all 111 pages

  • Assault style weapons
    • Rifle hits thumbhole stock, foregrip, threaded barrel and handguards, drops flash hider. This has the effect of wiping out all non-fudd guns
    • Pistol adds second grip and removes copy of full auto. Otherwise really unchanged.
    • Exemption for anything lawfully possessed before 8/1/24
  • LCFD (large capacity feeding devices) adds language about parts or combination of parts held by the same person. Be careful about this one
  • Full registration. All guns will be uniquely held and owned and the state will know who has them. If you loan for less than 7 days no paperwork, otherwise ALL guns are in the system including everything a dealer has in inventory. This is a HUGE paperwork nightmare on dealers.
  • Ghost gun crap as expected. no 3d printers designed for guns. state gives you serial numbers. normal expected crap
  • State can essentially share everything about guns in the state and gun crime info and what not if they "hide" personal info. Just like the previous data releases where it was trivial to figure out who was who
  • Ammunition sales tracked and recorded. They will know what you buy. On the upside, it is lawful for LTC holders to sell ammo (but they have to record it)
  • PREBAN magazine screwing. Not transferable. Not importable. Can have at home and the range and locked up transporting between. But no carry or other reasonable uses.
  • frames and receivers are regulated
  • ALL firearms are subject to the roster. This includes frames, receivers, rifles, shotguns, etc. Getting on the roster is the same as before, destructive testing. All long gun sales will come to a grinding halt based on this insanity. There is no way to ever transfer a frame or receiver even for something as mundane as a remington 700, ruger 10/22 or similar gun because it can never pass the testing needed to get on the roster.
I am still trying to think through some of the implications of the 111 pages of changes.

Two "good" things
  • intoxication while possessing a gun is now defined to align with driving so .08. Clarification has to be good
  • Non residents can carry in the car while driving through MA. Gun must remain in the car and locked up if out of their control. (129C (m) for reference). This is actually pretty shocking

A number of dealer issues
  • Cant bring into the state any ASW or LCFD.
  • No way to get guns to police since no dealer can bring them into the state to sell to police.
  • Any distributors in MA are screwed
  • Any dealers in MA making money selling online whether their own website or gunbroker are screwed (they cant bring in ASW or LCFDs)
  • Dealers are not exempt from AWB or mag limits which ties out to not being able to sell to police in state or anyone out of state

I found lots of typos and mistakes which I will keep to myself
Good part: none of it passes Bruen
Bad part: It will take SCOTUS to overturn and they WILL NOT take an interlocutory appeal so it will be at least three years unless another AWB/mag case gets heard.

Even if it is defeatable, it will take 5-10 years to defeat, during that time dealers will go out of business and younger people will get discouraged.
We should be able to get to SCOTUS in three with the right strategy - straight to summary judgement, no requests for injunctions slowing things down.
But that's still three years of suck

Truth is that they really don’t care. They know that they are untouchable and will continue to be re-elected in this assinine state.

What I see is the black and minority votes are up for grabs, but the reality on the ground is the GOP will pick someone so horrible that people will dem out of concern or worse the GOP will not even run a candidate, the most likely scenario.

They're not untouchable it's just that the GOP is so utterly pathetic that they're a punching bag alternative because they do nothing.

I suppose this could make it hard to get companies to ship AR upper components as well, after passage. This is worth thinking about when considering when/how to build out the lowers in your safe. Of course one could still shop in person in other states or have it shipped to ALT state but what a PITA.

It’s coming everywhere. The liberal cockroaches have infested every nook and cranny of our country. There’s no way to get rid of them now.
Conservatives are so utterly stupid. They had a literal socialist at their RNC convention and they clapped like seals over the socialist talking points. They were quite literally clapping at their own demise.

At the rate this nation is going all of this may not matter in a few months

I’ve given up on respecting mass law A long time ago.

I’ve said it before, make me a felon and you will liberate me completely.
It will be easier for a felon to get a gun once this passes…..

MA is a one party state. Politicians here don't worry about such things.

It was far "worse" in its original form, meaning more egregiously unconstitutional.

It will get struck down, yes, but it'll take a bit.

Here's the letter I sent this morning, not that it will do much:

Dear ...

I am writing to express my strenuous opposition to HD 4139. Massachusetts currently has the lowest rates of gun-related violence in the country. Further restrictions on lawful gun owners may no longer be the most effective means of reducing deaths. The root causes of these issues—such as social inequity and mental health problems—should be the primary focus of our efforts.

Let me be clear: I have been a licensed gun owner for approximately eight years. I have attended dozens of classes at the Sig Sauer Academy and other reptutable institutions to ensure my proficiency in the use of my weapon. Both my wife and I, as responsible gun owners, routinely practice to maintain our skills. The excessive burden this legislation places on citizens like us is, in my opinion, a violation of several constitutional rights, as highlighted by numerous speakers during the limited open sessions. This is neither fair nor ethical.

I am committed to supporting all legal challenges against this bill, including court challenges. This issue will mobilize my vote and my political donations. I will contribute to the upcoming election and then turn my focus and resources toward opposing this legislation.

It is crucial that our legislative efforts prioritize the well-being and rights of all citizens. HD4139 undermines these values. I urge you to reconsider your support for this bill and to advocate for policies that reflect a commitment to all constitutional rights.

Thank you for your attention to this matter. I look forward to your response and hope to see more constructive legislative initiatives in the future. Please be a representative for all your constituents, not just those who agree with you.

Sincerely,
JJC

I wouldn't be surprised if theyre using this thread as a free proofread. Keep the mistakes they make to yourself and let them leave them in!
A bill cannot be edited after it’s released from a conference committee, it’s a down to a vote in the house and senate. However, they seem to have suspended their own rules so many times that I don’t trust them.

Let us not forget MFS who got the ball rolling on all of this bullshit legislation

The text is pretty dumb:

“Two rifles Hathaway showed WCVB reporter Phil Lipof looked the same, except for a few cosmetic changes. The rifle legal to sell in Massachusetts had an immovable stock, no mount for a knife and a locked muzzle.”

Seems like they just wanted to change the language from the actual law but it just makes it sound stupider.

But it also kills off preban magazines
Only ones acquired after this goes into effect, what you have you can keep but can't bring any more into MA, at least that's what I took from it, and you can't sell them in state either. So I couldn't go on GB and by M14 magazines made in the 60's and have them shipped in even though they are clearly preban's although I still can't figure out how this would/could be enforced.
