That note on @S107 's box isn't some sort of official notification- I doubt somebody actually handling the box at a UPS terminal wrote it, but one of them for some reason may have set it aside for a supervisor to check or somehow it ended up in an office. It may have been set aside because the box was beginning to look damaged?
In school I worked at a UPS terminal. Based on the origin and size and weight of boxes we pretty much knew if they contained ammo or bullets. Not that we gave two shites, but we knew. I'd think theft when in UPS hands is very minimal. It's interstate commerce, so the FBI will handle it. I once saw someone being led away in silver bracelets. They do it during a break time so that everyone can see.
IMHO that note is an anomaly and I'd continue to order from TSUSA.

I ordered some Prvi Partizan (PPU) which in my experience is always good to go to at least to a highly functional level.
So I didn't pay much attention to the photo when I ordered this ammo sold on the site as "5.56mm M193 NATO" in a plain white box. But when I get it, and when I go back and look at the photo the boxes are labeled as, ".223 Rem./5,56 M193"
Now what matters ultimately is what is on the cartridge headstamp, but I just bring this up as an interesting aside as we know those two cartridges while similar are not the same per SAAMI.
