The Conference Committee has sent official language out - h.4885

So help me out: Everyone's panicking over magazines , but the letter of the law is today is just the cutoff for AW transfer? No language naming a magazine restriction until the law goes into effect in October?
I foresee pre-ban mag sales happening in southern NH.

I've noticed one funny tendency: the degree of pantshitting is almost 100% age related. Strictly my observations:
early-mid 20ies probably have to wear daipers now
late 20ies-mid/late 30ies cautious, confused and don't know how to proceed. Keeping roll of TP nearby just in case
Late 30ies-mid 40ies kinda "fok it" group of people
50ies up... ZERO Fks given
The older you get, the less of a deterrent ‘life in prison’ becomes.

The every day Joe Shmoo thinks this law is only about ghost guns and red flag law and has nothing to do with them. The media and the state are doing the general public a great disservice by not really disclosing what is really in this law.
And you doubt that is their plan?

People panic over stuff all of the time.

Preban mags are still legal to possess just not carry.
No registration
No serial numbers
No reporting
No means for the state to prove you didn't have it on 8/1 unless you screw up and admit it.

I heard back from Kristin regarding license applications already in flight:

"All current “in process” LTC applications will still move forward with no issues. Its only new applications received by the PD’s starting tomorrow."
Which is BS since the law doesn't take effect until October.
They are infringing under color of law knowing they are misrepresenting the law.

I'm aware of all that, but I'm trying to find where the 8/1 thing is coming from regarding mags. Is there a line in the law I'm missing? Other than AW registration is seems to take effect in Oct.

There isn't anything supporting 8/1
131m (c) exempt prebans from 131M(a)
131m (b) exempts assault-style firearms from 131m(a) based on date.

131m(c) has zero date limitations.
It simply states you can't transfer them in the state.
It exempts preban mags from 131m so you can import them you just can't transfer to a resident directly since that is a condition of the 131m(c) exemption.

Pants shitting 101 - don't read, just react.

This is pretty spot on. As a late 30’s individual I’m sort of between those two buckets. Pants are shit free, but am also not trusting any farts… if that metaphor makes sense?

This is why, even though I'm sure Kristin is a nice lady who's been helpful in the past, she needs to be spammed with legit questions every day.

Which wouldn't happen if the law was written better. Why should we be the only ones worried about all this? We're good people too. Let her worry.

Instructors should be responding to every response by pointing out the inconsistency with the bills text and demanding further clarification or an update to the states position.

Have her tell that to all the pd license officers. What happens to those who were refused?

The fact that they claim the SP and chiefs support the bill doesn't mean it was either unopposed or that all the rank-and-file support it. The officers in my town that I've spoken to do not support it for a variety of reasons, not necessarily the same.
Yet they will happily arrest your ass.

did they change the wording on mags like they did for AWS which now says in MA, not just legally owned.

and what's the pre-ban date for mags now?

I am pretty confused about dealer possession + post 8/1 transferring situations and dates. Been trying to keep up with all of the information and interpretations but it is confusing and in a lot of cases contradictory.

I ordered and paid in full pre-8/1 for something to be shipped to an FFL. No paperwork filled out. It's been received by and on the books but I won't be filling out paperwork until post-8/1. Is that playing in bounds and the firearm will be grandfathered, or am I going to have something that is banned on 10/24? Just trying to understand what's going on here.

At what point is it in possession (and whose)?
Whose possession must it be in to get that sweet sweet grandfather status?

There is significant value in three meals a day, a roof over your head, medical care and gym membership all provided.

In addition to the above mentioned benefits it also makes it easier for people Christmas shopping for you.......you can just put Soap on A Rope as your preferred gift which will cover all eventualities.......

I think it’s age-related by correlation, but causation probably has to do with that people who have been around have been preparing for this by accumulating what will be banned for a lot longer. And have more wealth and resources to put into that if they have chosen to do so.

I think it’s an unfortunate mentality to sit back fat dumb and happy about it because the person in question has what they need. But f*** the poor 20 year olds or the people who haven’t been able to get what they need.

This legislation is the most egregious attack on individual liberties with regard to self defense that I am aware of ever being enacted into law in our lifetimes. So pants shitting is personally reasonable. And we should be just as upset for those who are younger and haven’t had the opportunity to prepare for this, or have less accumulated than we do.

For me, its less about having accumulated this or that and more about a lifetime of accumulated hatred for our government. At this point, I'm old enough that my field of f***s is barren for unconstitutional laws.

I decided to work from home today and went out to run some errands. Decided to stop in at Gartman Arms just to see what was goin on there - one PCC on the wall left, otherwise they had a few tired looking bolt/lever/pump action long guns on the wall. Since I was in the neighborhood I figured WTF, and took a ride to Basspro & see what's going on there. There were a few people in line. Looked to see if they had any 10/22s or other semi rifles & shotguns, didn't see much. Gun counter guy said nothing is changing for them tomorrow.

Just “AW” transfers.

Not according to the GOAL FAQ:

SECTION 71. Assault Style Firearm
  • August 1, 2024 Assault Style Firearms and Large Capacity Feeding Devices - bans: possess, own, offer for sale, sell or otherwise transfer in the commonwealth or import into the commonwealth that was not lawfully possessed in the state prior to August 2, 2024.

I assume GOAL knows what the f*ck it is talking about.

Is my assumption wrong?

Or is the correct interpretation that nothing has changed as to transfers between individuals within the State--it is only stopping importation into the State from outside the State?
