Frame FA-10 in light of upcoming vote on H.4139

Yeah, my main worry is that I was doing a deal back in 2015 and I only did an EFA-8. I'm very concerned the new legislation means the state will now come after me, looking for those other two EFAs.

What should I do, NES? Help me!

That's easy. Move to a free state.
HTH, NC, HAND, YMMV, blah, blah, blah.

Secretly I think more of myself than people with shite taste in guns. Will this be ok under the new regulations? It's most of my self worth and I don't have the money for another hobby. Please advise.

I hear rock collecting is fun, or bird watching; those should be affordable hobbies.

I came home from my first scuba diving trip, told my wife that I'd had an awesome time and had already booked the next one. She looked me in the eye and straight-facedly said "oh good, another expensive hobby".

I might have said something like "better than another girlfriend, right?".

She was actually more annoyed by the fact that I'd be out of the country diving on her birthday. It was one of those "significant" birthdays.

We should just set up a megathread right now for all these tiresome questions. That way, I can just avoid all of them.
I actually think we should answer all of them. I know I get asked all the time how to navigate all this stuff. I mean, Len used to teach an 8 hour class on “how to stay out of trouble in MA”

So, I’m going to resist the temptation to poke fun at these questions and I think we should answer them once the dust settles.

In the meantime my Pmags are unaffected.

His class is going to be an entire week now.

Or lie in a form that it's complete.
it is not a matter of lie or not, it is a matter of them presumably closing the way to get any handgun via frame xfer, which will be very annoying.
as i did not get enough CZs yet, and was postponing one i wanted, and if it will all be, hmm, let`s say, difficult, from now on, it is annoying.

Haha, you and me both. I completed my build today and FA-10'd it. I know comments will crucify me, but whatever. I'll take the grandfathered legality for the time being. I just need to figure out what non roster handgun to get and hope the wife doesn't divorce me! 🤣 I'm thinking the PDP or trying to find 365 x macro compensated. Unfortunately my funds aren't great enough for something TOO crazy.
365 Xmacro is easy. Get the FCU at gun shop, buy grip module and slide elsewhere. My 365 started life as an FCU with an XL grip module and short slide, and is now an Xmacro grip with the comped slide. It's like legos.

How will you even efa10 a frame? It is not a firearm in Massachusetts. There aren't any boxes you can check in the efa10 for a frame. What barrel length is your frame? Are you going to just make something up and lie on the form? Build your gun with the frame and then efa10. If you are so worried, don't wait around and see what happens with this new law.

Yeah I was more throwing other ways to think of it out there. Mostly because op has zero reading comprehension or just wants the answer he believes. Either way is an absolute retard. I don't give a shit what he does. He came to a forum and ex0ected not to get different answers. But the thought still remains. Why efa10 something that will automatically be a firearm soon enough anyway?

But but but it's been completed! Scouts honor!

yeah, i would not care about that. just thinking if i care enough to part with some dough before 8/1 or just let it go. dunno.
need to think it over a bit. i always wanted a staccato, and this will also be an issue, apparently, but those things probably will not make it here before 8/1.
well. too much panic, means it is better to wait it over a bit.

C2 is on the roster. If any businesses are still open after 8/1 you will still be able to get it.

FA-10ing something MEANS NOTHING as it relates to the new law.

The new law requires that all guns are REGISTERED by the true meaning. We do not have registration today. FA10ing something even though they say "registration" is just recording the transaction of you acquiring by means other than from a dealer, ltc or fid holder.

There will be a totally NEW database for registered guns. I believe they have 6 months to hold public hearings and propose the new system and another 6 months to implement it. We then have a year from it being online to actually register everything. That is from memory reading the bill so feel free to fact check me.

So I can think of no reason to FA-10 anything right now because of the bill.

Let me get this straight. They are requiring registration of assault weapons by 8/1 (in order to be legally possessed), but at the same time there is no method to register them.

Am I reading this right?

What Alan said. How can something be “registered” by 8/1 then if that system isn’t online? Sounds like everyone will have felonies in their safe then.

If I understand correctly, you will have needed to own it by 8/1 in order for you to legally register it whenever the system is ready. In the meantime, it will be illegal for anyone to sell non-compliant items after the 8/1 date. Not sure how they intend to verify date of ownership on items like frames or receivers that weren't transferred via FA-10 prior to 8/1 but no one has ever accused the politicians in this state of having foresight.

So if I have a bunch of unbuilt lowers, I need to regisister them prior to 8/1 in order to prove I owned them prior to that date, yet no mechanism is in place to do it.

Got it.

My head hurts....

No. They require that it be lawfully possessed by LTC holder or MA dealer by 8/1/24.

The only place the word "registration" occurs to describe past activities, is in the ASW (assault-style weapon) language that says if registered by 6/20/2016 it is not a copy or duplicate

is there any definition of what that is now, exactly, and what that will be?
Section 131M.
(a) No person shall possess, own, offer for sale, sell or otherwise transfer in the commonwealth or import into the commonwealth an assault-style firearm, or a large capacity feeding device.

(b) Subsection (a) shall not apply to an assault-style firearm lawfully possessed within the commonwealth on August 1, 2024, by an owner in possession of a license to carry issued under section 131 or by a holder of a license to sell under section 122; provided, that the assault-style firearm shall be registered in accordance with section 121B and serialized in accordance with section 121C.

So that is the start of the new section. It does not say it needs to be registered BY 8/1/24, just that it was lawfully possessed. The law states that compliance with 121B the state has a year to implement and you have another year to register

How does one prove they were lawfully possessed if they don't have a receipt from when they purchased?
