There’s also the question of the impact on the shooter, financially, socially, mentally, professionally, etc. Legal outcomes and morals aren’t the only factors a would-be self defense shooter needs to consider. Anyone who carries a gun needs to understand that. Was his life actually in danger? I mean, he could have an eggshell skull, or maybe this veteran was outmatched by ponytail, and ponytail was in fact going to follow through and try to murder the shooter, but to be honest those don’t seem likely. He may still win the court case(s), but that doesn’t mean shooting the guy was in his best interest.

How much prior? He has to be aware of the prior yelling back and forth, but it isn't obvious to me that he was aware that ponytail was coming across the street, and even if so, that he wasn't going to stop and instead transition to the tackle. It looked to me his back was turned.

Yes, the video wasn't great, but I think you're missing something. While he wasn't "mounted" the guy was on his side above the shooter, in an advantageous position. He also certainly went for his head on the takedown and later. Here you see him reaching for the head on the takedown, while appearing to come in from the side or back oblique angle:
Now you see them on the ground. I believe this is right before the discharge, and ponytail was on his side above the shooter and still reaching for the head:
