The Conference Committee has sent official language out - h.4885

Is that a requirement for bringing suit? Is not the threat of becoming a felon the injury? This is where I fall short in the nitty gritty of procedural justice.

No, they could sue as soon as they move here. But I doubt any brand-new resident has the time or inclination to take their new home state to court right off the bat.

All my friends love Trump too. But of course they do. I can’t stand being around liberals. So my perception of what the general population thinks is skewed by the fact that I surround myself with a certain type of person.
Even the 2020 results say men went 53% for Trump, while women went 57% for the dementia patient.

Talking to a security guy for a state office building about the new law. He states that now the must call State Police if someone shows up with legally carrying a firearm and they will be arrested. As opposed to what they did before is tell the person they can't carry in building go lock it up somewhere and come back. This seems like some BS I read a lot of this and don't see anything that would point to his new found idea. An input before I call him out on it.

Just got this email:

Good Afternoon,

As you are aware, on July 25, 2024, Governor Healey signed into law An Act Modernizing Firearms Laws (https://www.mass.gov/doc/h4885-an-a...chaptered-scanned-copy-attached-here/download). Part of this new law has made changes to the Basic Firearms Instructor Certification Program to include but not limited to:

  1. The State Police’s development of a universal written examination to be utilized by all instructors.
  2. All Basic Firearms Safety (BFS) Courses must include the following components:
    1. (A) the safe use, handling and storage of firearms;
    2. (B) methods for securing and childproofing firearms;
    3. (C) the applicable laws relating to the possession, transportation and storage of firearms;
    4. (D) knowledge of operation, potential dangers and basic competency in the ownership and use of firearms;
    5. (E) injury and suicide prevention and harm reduction education;
    6. (F) applicable laws relating to the use of force;
    7. (G) disengagement tactics; and
    8. (H) live firearms training.
  3. Copies of a new BFS student certificate shall now be forwarded to DCJIS.
  4. Any individual in possession of a License to Carry Firearms or Firearms Identification Card prior to August 1, 2024, does not have to re-take a BFS course for renewal purposes.
  5. A Hunter Safety Course will only be a sufficient substitute for a BFS course for FID applications.

This law goes into effect 90 days from the date of signing – or October 23, 2024.

Currently the Department of State Police is working expeditiously with the Municipal Police Training Commission, the Firearms Records Bureau and the Executive Office of Public Safety and Security to develop guidance and regulations to comply with the new requirements in advance of the October 23, 2024 deadline.

Unfortunately, any classes taught after August 1, 2024, that do not adhere to the updated curriculum will not be sufficient for the issuance of an LTC. This will need to be disclosed to potential students.

Over the next few weeks we anticipate more correspondence with you, as an instructor, to provide additional information, survey’s, guidelines for accepting new course curriculum, and any changes to this newly signed law.

This would be a good time to submit any overdue student verification forms.

I appreciate your cooperation and patience as we maneuver together through this new legislation.

Sincerely,

Kristin

This just screams injunction basically admitting that After 8/1 your defacto sol until the new process is implemented

After selling us out on this bill, precisely what kind of consideration do you think the assembled police agencies of the Commonwealth deserve from us on this issue?
The fact that they claim the SP and chiefs support the bill doesn't mean it was either unopposed or that all the rank-and-file support it. The officers in my town that I've spoken to do not support it for a variety of reasons, not necessarily the same.

But…….the law doesn’t go into effect until 10/23. I guess they want to get a jump on converting us into felons.

It was not supported until they were bribed with exemptions.

This.

Also, are they going to let me slide if they know I've got a standard-cap mag in my carry piece? Or are they going to arrest me?

As long as that's a question in my mind, the rank-and-file are not my allies in this.

Hi everyone I have a question that pertains to the new gun legislation passed. In the bill that passed there is a revisement to the basic firearm safety course. I took my basic firearm safety course on June 3rd. And I have already submitted my application and certificate to my local licensing authority. For which my application is pending review. So my question is since this new law passed am I going to have to take the new basic firearm safety course in order to get my license. Even though my application is already submitted? Plus the law says anyone who has their firearms license before August 1st 2024 is exempt from this new training standard. Most likely I will not receive my license till well after August 1st. So does this mean that once I receive my license and come up for renewal I will have to take the new safety course in order to renew the license?

Webster PD needs a dick slap.

Just reading this again and don't see a carve out for black powder/muzzle loaders
I found these snippets on the GOAL site, under Definitions and FAQ links. "Antique firearm" includes replicas, but replicas are not mentioned under the antique exclusion in the official "Firearms" definition. "May readily be converted" does appear under the "Firearms" definition as well as in GOAL's FAQ for muzzleloaders. Cannot find a definition for "readily be converted". Does availability of a conversion cylinder on eBay mean an 1858 Remington could be readily converted into something capable of firing a modern cartridge? (As if changing the cylinder on an 1858 Remington is an easy task for anyone except Clint Eastwood.) Or maybe .45 LC is not considered a modern cartridge. Who knows?

I can’t find the original post but a guy had his son take the basic safety course and tried to bring the application to Webster PD like last week and they refused to accept it because of the “new law” and that he would need to go through the new training process implemented by the MSP.

This is absolutely contrary to the letter @Buck F posted just today from the MSP.

That might have been my post, my cousin had put that on FB, he was the instructor. I reposted here. And yes, Webster.
