The new law says “legally possessed ON 8/1/2024”, not on or before. So if the signs it with an emergency preamble prior to 8/1, the law takes effect immediately and hence the 8/1 grandfathering will not be triggered. If she signs it without the emergency preamble, or on 8/1 or later,’then the grandfathering is triggered.

And they will in this state, sadly. I know most people “here” ignore the 7/20/2016 “Healey Ban” but truth is, most (or a lot) of the bigger gun shops (aka not the Mill) wouldn’t touch AR’s after her edict. People said “don’t worry the courts will shut this down”

Those people are correct. The courts will shut down the 2016 edict... if anyone in government tries to enforce it.

Same with this bill, but the Edict taught the state that they can rely on fear to do their enforcement work for them. It's up to us to refuse to be afraid, which in this case means denying them compliance with this stupid law.

Let's assume it was "legally possessed" on 7/31. Is it not "legally possessed" on 8/1 assuming no change in circumstances (like you didn't end up in court and become a PP on 8/1)?

Only if an emergency preamble is added to make the law effective immediately. Is she doesn't sign it no preamble can be added at this point.

The law itself says when it takes effect... whether she signs it or not, the effective date is based on that wording, and on whatever statutes govern gubernatorial signatures and preambles (which I'm not well-versed in).

If you're worried about grandfathering, and the law says everything before 8/1 is grandfathered, then everything before 8/1 is grandfathered. End of story.

I’m already seeing retailers stating last day is 7/31 the day before 8/1.

For the bill to become law the Governor has to sign it, veto it or she does nothing and it becomes law in 10 days. If its signed or she lets it sit the law will then take effect on 8/1 as specified in the bill

No. Without adding an emergency preamble the bill becomes law 90 days later. The grandfather date is 8/1 and 7/20 depending on how you interpret the bill.

This is also correct, I forgot to add this. I would assume, as a final FU to gun owners, she will add the emergency preamble.

Apparently you can build an AR with collapsible stock and be grandfathered in.

After 8-1 your bolt action would need to be on the roster

I think the claim is: if it is signed with an emergency preamble before 8/1 the new AW definition/test will come into force immediately and nothing detachable mag semi-auto would be ‘legally possessed’ on 8/1 because it fails under the new AW test prior to 8/1
