I'd say the legislation gives you the answer to that. And it's not the answer you want.

A statement like that is very passive and would warrant a clinician to process with him and determine if he is a risk.He apparently made the statement that he was "looking forward to being reunited with his family someday" and that was taken as being a danger to himself.
