It depends on how dealers decide to deal with the notion of frames. Is a frame of an already approved firearm counted as acceptable on the EOPS side? Nobody knows. It's best not to think about this question in terms of CMR940 because that self nulls on a frame transfer. (@milktree educated us about this in one of the other threads, no need to rehash it here. )
