The Conference Committee has sent official language out - h.4885

My club was having a signing event Saturday, I guess that pig is tits up.
At the 17.26 mark of the video Toby says the the petition is not null and void as it will still make it's way to the ballot in 2026 even though it's not suspended up until then. That's my interpretation, no reason to stop gathering signatures.

What is is? What does it do and how is it impacting the new law?

We've been discussing the preamble for several weeks, in some depth, on multiple threads. Glad you're catching up...

So if the emergency preamble is put in place on Wednesday do we know if target sports usa will still be accepting orders? I was gonna put in another big order before the 23rd but I guess I'm shit out of luck. Because even if I ordered now I wouldn't have it by Wednesday. Plus this really f***s my plans up on getting a stripped lower there's now way I can get it because most likely I will be delayed on my background check so the shop won't be able to transfer it after Wednesday. This sucks big time. So much for building a AR pistol.

Place your orders and be at peace.

Ya I will for ammo. But if I purchase the lower I want and I'm not able to have it transferred until after Wednesday will the shop be able to transfer it to me?

Nobody knows.

Place your order and see what happens. We can't tell the future; this is uncharted territory. Worst case, they cancel the order and refund whatever you've paid.

I'd have been buying today and tomorrow, but then I'm not in the market. I didn't procrastinate.

I believe the date of purchase when you signed the 4473 is what counts, someone correct me if I'm wrong.

Serious question though, if someone buys something tomorrow or Wednesday (if the emergency preamble rumors are true ) and gets delayed, can the dealer transfer the item post signing date?

Not if they were in the state on 8/1. I already found a shop with a couple to sell. I was told as long as it was in inventory on 8/1 it good to go?
Yes it is good to go.
Unless you subscribe to GOAL's interpretation of the 7/20/16 language in the ASF definition.
Then nothing resembling an enumerated gun is legal after 7/20/16

I believe that is how the state is interpreting what they wrote even though it isn't what it actually means

Healy couldn't change the law's meaning therfore a neutered AR was legal before, on and after 7/20/16. And since it was legal to possess then the 8/1/2024 language exempts it fully.

The bumpstock ban falling shows that federally the 7/20 bullshit was just that
And the Mass SJC case of Canjura spells out a very clear Bruen framework that kills the ASF dead in it's tracks since the mini-14 is specifically allowed AND it cannot be shown to be less dangerous than an AR chambered in the same cartridge. Or, if you read Canjura plainly and compare an automatic knife to a semiautomatic rifle as opposed to a manual knife and a bolt action, then you get every semiautomatic ban dumped under that opinion.

Really, this is uncharted territory. On the one hand, the FFLs doing the transfer are losing their livelihood this week, and might be eager to get any money they can. On the other hand, they won't want to risk jail.

It's going to depend on their level of risk-aversion.

Once the preamble is signed then it's going to be a shit show of litigation but we are going to need a very clean transaction to start everything.

Inability to transfer a basic bolt action rifle that is FID approved to an LTC holder is the most obvious trigger to start things off
