Wouldn't this be the case for any post 8/1 rules non-AWs which would be lawful to posses in MA, but not available through retail commerce due to roster rules? (same would be the case for post 8/1 move-ins to MA)

It doesn’t say that. You are grandfathered because it’s lawfully possessed on 8/1. If they said it’s not an ASW because is pre94 then we could import more into the state. They want no import.
 
The other side of that is she doesn't want to be the governor who got the entire MA gun scheme overturned, she wouldn't be too popular. Of course I'm 100% wrong on this more than likely.

She would never be looked at as the governor who had the Ma gun control scheme overturned. The extremists in the SCOTUS, that do not care about the children, would be the reason the anti-gun scheme fell apart. The media would frame her as a hero that took on the MAGA extreme courts.

No, prebans are preban as far as compliance work so none is necessary.
This bill changes the law to meet the decree - Once an AW always an AW so compliance work doesn't cure AW status.
In order to side step a takings clause violation they are exempting (grandfathering) everything in the state that is listed in the transaction portal (registered) as of 8/1.
So after 8/1 you can't bring firearms (which now include frames and receivers) in Mass if they weren't registered here some time in the past.
CrackPot will call me crazy but this is the plain reading of the bills language.

It's also what Rhode Island does but they also allow for brief stops necessary for travel (don't need to disarm to grab gas or a piss break)

You will be able to purchase non-assault-style long gun and shotguns out of state and register them once back home.
The restrictions on off list guns is on dealers transferring them to you.

Fopa always allowed for transport thru a state anyway. I laughed when I read that part of the bill......federal government had that covered already technically.

Am I interpreting this correctly that GOAL is stating the language of the bill as written makes any post 7/20/2016 AR's purchased in state between then and 8/1/2024 will indeed be considered as Felonies? (Healey's letter acting as a "legal" notification to stop sales/purchases, affirming those post 7/20 purchases as felonies and possibly working around ex post facto with 8/1?)

And presumably the state will be offering a mass buy back for the presumably thousands of those who have them in order to to avoid legal cases being brought eventually against someone with enough time and $$$$$ to fight years and years of legal battle that may overturn this?

FOPA does not allow carry - this change does.
I believe this is to head off what they know is the next step in 2A advocacy, national carry.
 
They redefined the term firearm:

Firearm”, a stun gun, pistol, revolver, rifle, shotgun, sawed-off shotgun, large capacity firearm, assault-style firearm and machine gun, loaded or unloaded, which is designed to or may readily be converted to expel a shot or bullet; the frame or receiver of any such firearm or the unfinished frame or receiver of any such firearm; provided, however, that “firearm” shall not include any antique firearm or permanently inoperable firearm.

Just reading this again and don't see a carve out for black powder/muzzle loaders

Don't get me wrong, I'm in no rush for it to be signed, but I haven't seen any indication that it's been signed. So I'm curious, as I'm surprised that it wasn't signed day 1, as to what Healey is waiting for.

Of course the rumor mill is always about, Ive heard from my cousin, who is sleeping with a friend on the side, who cuts the hair of the guy, who walks the dog of someones friend, who knows someone that Healey is actually pissed this Bill was passed.

I can only speculate that there may be some truth to it, seeing how she fly over on her broom same day to sign it.

Realistically, what guns are not large capacity? It seems like every pistol out there, aside from pocket pistols, are capable of accepting more than 10 rounds. Would my shield plus be allowed to be carried with my 10 round mag even if they make 13 rounders for it. Or even my glock 19 (gen 5).

Large capacity firearm doesn’t really matter if you have an LTC. It’s just a way to keep FID owners from owning many rifles and handguns.

I think, if they are on the roster, then yes, they are good to go.

But there is no roster for rifles and shotguns. And who knows when or if there becomes one.

131 1899 if such firearm: (i) is not designed or redesigned for using rimfire or conventional centerfire
132 fixed ammunition; or (ii) uses rimfire or conventional centerfire fixed ammunition that is no
133 longer manufactured in the United States and which is not readily available in the ordinary
134 channels of commercial trade; provided, that “antique firearm” shall include any muzzle loading
135 rifle, shotgun or pistol that is designed to use black powder, or a black powder substitute, and

I don't know how old you are........Im 55, I've been fighting this battle for 40 years in this state since my FID was printed in 1985 dude......see where its gotten us is all Im saying.

More power to you...maybe your young and can take my place in the fight.....

She may be pissed - she should be since this steaming pile goes so far that even the 1st Circus might be force to place an injunction against the roster parts making it easy to buy pretty much anything that's not "assault-style".

If that comes to being - just slap a “mag lock “ on the rifle. With a fixed mag it’s no longer an assault rifle.
