Everyone has been talking about AR's and lists and what guns will have to be EFA10'ed when and no one has mentioned the change in training needed to apply for an LTC. The list of things needed to be trained in and mandatory range time looks as though it would put training out of reach for a lot of people either cost, time, or just making it so difficult that some will be discouraged and not bother.
I was worry about this, soo i told my wife to apply for her ltc. She got it a month ago, she own 3 guns now.

The key word is sale. I don't see anything in the bill that would disallow you from buying a long gun out of state (assuming it is not an assault-style firearm) and bringing it into the state. However, there is a new language on firearm registration, which would probably apply to such situations: "Firearm registration shall be completed at the time of firearm import". Then I guess that the moment you import the firearm to the state is the moment you cross the state border with this newly imported firearm, so you would need to stop your car right after crossing the MA state border, and use your phone internet to do an eFA-10. Very safe and effective! /s

I believe renewals are unaffected in terms of training. Your old certificate should still be good.
It dosent say anything about renewals, so there should not be a change. The big change is going to be the people that want to apply for there first LTC. How will this work it really dosent outline the steps clearly. The State Police will be charged with putting the course program togather with all the new elements and a test. Will this also include the current NRA programs, this is unknown? No longer will the instructor issue the training certificate that will be issued by the State Police. Will the current cerified instructors be the instructors for the new program this is unknown and not outlined? What kind of training will be needed to be a certified instructor unknowned and not outlined. Will taking the current training still apply to obtain a certificate in order to apply for an LTC on 8/1/2024 or will training and LTC applications be suspended untill the new program is in place this is also unknown and not outlined.

In terms of training yes.

I suspect that there will be some LTC’s not renewed now that the licensing process will be allowed expanded access to DMH health records and the other sundries the slide in.
 
I think you can put a folding stock on anything legally possessed prior to 8/1, but hopefully someone will correct me if that’s not right.

No. The only sticky attribute is capable of accepting a detachable magazine. Other features can be neutered and are evaluated as they are. So once detachable, always detachable is what is accurate.
 
ALL semi-automatics will now require a LTC to purchase or transfer. Several years ago when they started referring semi-automatics as assault weapons I said this is what they were up to.
 
This is just an old timey tag as I've nothing to add as better minds than mine are more adapt at filtering the legalese verbiage. Something about lawyer speak leaves me slack jawed as it's all double talk to my ears, eyes whatever.
 
It sounds like virtually nothing semiauto will be available at first, and then it will be effectively nothing available once they get the rosters and lists and testing stuff in place.

The Mass AWB was a copy of the federal ban - copies and duplicates is in the definition of an assault weapon in the law

''Assault weapon'', shall have the same meaning as a semiautomatic assault weapon as defined in the federal Public Safety and Recreational Firearms Use Protection Act, 18 U.S.C. section 921(a)(30) as appearing in such section on September 13, 1994, and shall include, but not be limited to, any of the weapons, or copies or duplicates of the weapons, of any caliber, known as: (i) Avtomat Kalashnikov (AK) (all models); (ii) Action Arms Israeli Military Industries UZI and Galil; (iii) Beretta Ar70 (SC–70); (iv) Colt AR–15; (v) Fabrique National FN/FAL, FN/LAR and FNC; (vi) SWD M–10, M–11, M–11/9 and M–12; (vi) Steyr AUG; (vii) INTRATEC TEC–9, TEC–DC9 and TEC–22; and (viii) revolving cylinder shotguns, such as, or similar to, the Street Sweeper and Striker 12; provided, however, that the term assault weapon shall not include: (i) any of the weapons, or replicas or duplicates of such weapons, specified in appendix A to 18 U.S.C. section 922 as appearing in such appendix on September 13, 1994, as such weapons were manufactured on October 1, 1993; (ii) any weapon that is operated by manual bolt, pump, lever or slide action; (iii) any weapon that has been rendered permanently inoperable or otherwise rendered permanently unable to be designated a semiautomatic assault weapon; (iv) any weapon that was manufactured prior to the year 1899; (v) any weapon that is an antique or relic, theatrical prop or other weapon that is not capable of firing a projectile and which is not intended for use as a functional weapon and cannot be readily modified through a combination of available parts into an operable assault weapon; (vi) any semiautomatic rifle that cannot accept a detachable magazine that holds more than five rounds of ammunition; or (vii) any semiautomatic shotgun that cannot hold more than five rounds of ammunition in a fixed or detachable magazine.
